Pablo Gallego Sanmiguel is PLD Space Senior Vice President, Sales & Customers. Before joining PLD Space in 2019, he developed his professional career from California (United States) working as Mission Manager of Launching Services with SpaceX as well as providing aerospace consulting services. Previously, Pablo had participated actively in several other rocket launch operations, such as Ariane 4, Ariane 5, Soyuz, Dnepr, Vega, Falcon 9 and Falcon Heavy. Currently, Pablo coordinates his activities in PLD Space between the United States and Europe where he directly addresses the needs of customers.

Dr Pascal Faucher is graduated (1997) from the Ecole Nationale Supérieure de l’Aéronautique et de l’Espace (SUPAERO). He also holds a Master’s Degree (1998) and a Ph. D. in Physical Oceanography (2001) by the University Paul Sabatier, funded by the Ministry of Defense, and an Executive Master of Business Administration (2007) by ESCP Business School. After a post-doctoral position in the EU project Marine Environment and Security for the European Area, his experience includes more than 20 years of various positions at CNES headquarters as international relations advisor and programme manager. For the last 11 years, as a programme manager in defense and security, in the Directorate of Strategy, he is responsible for the following themes: space security, space situational awareness, space surveillance and tracking, space traffic management, space sustainability, space debris, space weather, planetary defense.

He is the Chairman of the European Union Space Surveillance and Tracking (EU SST) since July 2017, and co-Chairman of the European Union Industry and Start-ups Forum on Space Traffic Management (EISF) since April 2022. He is also the Chairman of the Space Security Committee of the International Astronautical Federation (IAF) since October 2021. He is a French delegate to the Programme Board SSA of the European Space Agency (ESA), the EU Space Programme Committee in SSA configuration, the Administrative Board of the European Union Agency for the Space Programme (EU SPA), the EU STM Stakeholder Mechanism Main Group, the Steering Group of the Inter-Agency Space Debris Coordination Committee (IADC), the Steering Committee of the Space Mission Planning Advisory Group (SMPAG), the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS), appointed in 2021 as the National Point of Contact to the Working Group on the Long Term Sustainability of Outer Space Activities (WG LTS 2.0). In France, he chairs the National Coordination Group on Space Weather (GCME). He is a member of the French Steering Group on Unidentified Aerospace Phenomena (GEIPAN).

Clémence Poirier is a Research Fellow at the European Space Policy Institute (ESPI) in Vienna, Austria. She has expertise on space cybersecurity issues as she conducted policy research on cyberattacks on space systems as part of the war in Ukraine, the perception of cyber threats on satellites in French policies, and the applicability of data protection laws to satellite images. She previously carried out policy and legal research on the cybersecurity of the Australian space infrastructure for Flinders University in Adelaide, Australia. She is an active member of the SGAC’s Space and Cybersecurity Project Group and SGAC’s Space Generation Advocacy and Policy Platform Co-Lead on Responsible Behavior in Outer Space. She holds a master’s degree in International Relations, International Security, and Defense from University Jean Moulin Lyon 3, France.

Dr. Bartłomiej Ziółkowski is a highly accomplished professional with a proven track record in strategic leadership and project management. Leveraging nearly two decades of experience in overseeing large-scale projects for NATO and NOKIA and his Ph.D. in Cryptography. With his strong commitment to advancing cybersecurity, he stands at the helm of CDeX PSA – whose cyber range is dedicated to enhancing security in space operations. Under his guidance, CDeX is setting new standards in this critical field.

Paul Coggin is a Cyber SME at nou Systems, Inc. His expertise includes space systems, service provider, and ICS/SCADA network infrastructure attacks, and defenses, as well as large complex network design and implementation. Paul is experienced in leading network architecture reviews, vulnerability analysis, and penetration testing engagements for service provider, enterprise, space systems and tactical networks. Paul is a regular speaker and instructor at International conferences around the world. He has a BS in Math\Computer Science, MS in Systems Management, MS in Information Assurance and Security and a MS in Computer Information Systems. Paul is currently pursuing a MS in Space Systems. In addition, he holds numerous industry network and security certifications.

Martin has 20+ years of entrepreneurial and managerial experience in technology-based and security focused early and growth-stage B2B / B2G companies.

Nortal is the largest cybersecurity service provider in Baltic region today and engages in cyber resilience focused high-end projects in Government, Defence and Aerospace, Energy and Finance sectors globally, merging top-tier cybersecurity consulting capabilities and related technologies based on Nortal’s in-house R&D. Prior to his current posting at Nortal from 2022, Martin was a President at Guardtime since 2007, building the world’s largest enterprise blockchain company, and his prior business endeavours include Wicom Communications, a Finnish growth company that created the world’s first Enterprise grade IP communications software platform (acquired by SAP AG in 2007) and Streamtainment Systems that developed an ultra low-latency a/v streaming technology for interactive TV applications, among others. Martin also served as CEO of NarTest, Raleigh-Durham based R&D company focusing on forensic applications for its in-house fluorescence spectroscopy and neural networks technologies for rapid and conclusive illicit drug detection, working together with DEA, state courts and local law enforcement agencies.

Martin is currently a First Director and Vice Chairman of the European Cybersecurity Organization (ECSO) – the largest industry organizaion of its kind, uniting well over 300 members from the European industry and academia active in the cybersecurity field; and serves at the boards of EISA, NECC and Women4Cyber Foundation.

Mr. João Alves is leading and managing the Space Surveillance and Tracking (SST) activities at the European Union Agency for the Space Programme (EUSPA). He has considerable experience on SST, Space Situational Awareness and Space Traffic Management, and in the scope of EU SST, he is the responsible of the so-called SST Front Desk, the interface for the provision of space safety services.

He is also the EUSPA delegate at the SST Coordination Committee, for cooperation matters with the SST Partnership, and represents the Agency at the EU Space Programme Committee in SST configuration, and other forums, such as the SST Steering Committee.

He has worked at the EU Satellite Centre for similar duties, and has also experience on Flight Dynamics and space operations, with institutional and commercial operators. He holds a Master’s Degree in Aerospace Engineering.

Elise Olt is a Project Manager in the Estonian Space Office, Estonia’s delegate to the European Space Agency’s (ESA) International Relations Committee and adviser in ESA Council. Prior to her current role, she has worked in the European Union Affairs and International Co-operation Department at the Ministry of Social Affairs, as well as in the Estonian Embassy in Lisbon. Elise has an academic background in political science and governance, international law and global governance. She has been academically interested in small states and non-Western IR theories, as well as the concept of territoriality and non-legalities in IL. Professionally, she is now focusing on international space law and business diplomacy.

Larry F. Martinez is Professor Emeritus of Political Science at the California State University at Long Beach.  After completing his Ph.D. in Political Science at the University of California, Santa Barbara in 1984, he joined the National Telecommunications and Information Administration (NTIA) of the U.S. Department of Commerce where he participated in developing the “rules of the road” for the first private international satellite networks. During his 1987-88 stint at the U.S. Department of Transportation, he directly participated in the issuance of the first licenses for what became the commercial launch industry. In 1988, he was appointed to the Department of Political Science at the California State University, Long Beach, where he taught international relations and law, with a research focus on cyber and outer space governance.  In 1998-99, Martinez was a Fulbright Senior Research fellow at the Center of Technology Assessment in Stuttgart, Germany.  His 2022 book chapter for the Oxford Handbook on Space Security, examines what happens to outer space governance as space communications becomes a cyberwar battlefield for global power in the 21st Century. He has lectured on Internet policy and governance in Britain, Germany, Kazakhstan, Morocco, and Ecuador. In 2007, he was a Cuesta College Honored Alumnus of the Year. In 2018, Martinez taught on the Spring 2018 Semester at Sea Voyage.

Technology visionary with 26 years of international experience, with a deep understanding of diverse cultural and business practices (lived in USA, 20 yrs in Finland, 2 yrs in India, and China before settling in Estonia). Very passionate about different technologies and the work he is doing, from cybersecurity to video editing, from tinkering with hardware to flying in the sky (with or without a simulator), from chip making to software architecture design. He is very problem solving oriented and prefers to demo things with a real PCB/Linux rather than showing things on PPT.

Paul Liias is Head of Space policy at the Ministry of Economic Affairs and Communication. Paul has created the Estonian Space Policy and Program 2020-2027. Today he is working on Estonian national space legislation and a decentralized e-government solution for Space Traffic Management. Paul is part of the Estonian delegation to the European Space Agency and European Union Space Programme.

He has been engaged in various roles in the space sector for the past 13 years. In 2008 Paul joined the first Estonian satellite project ESTCube-1 and lead the development of mechanical systems. After the successful launch of ESTCube-1 in 2013 Paul continued as an entrepreneur in the space sector until 2016 when he joined the ministry. Since July 2023, Paul is the chair of the Administrative and Finance Committee of the European Space Agency.

Enterpreneur and scientist, co-founder and CEO of radar remote sensing company KappaZeta. His research is mainly about terrestrial applications of synthetic aperture radar with over 850 citations. Former head of remote sensing department of Tartu Observatory and the systems engineer of first Estonian satellite “ESTCube-1”.

Kaarel Hanson is the space program manager of Guardtime, an Estonian deep-tech company with a mission to make the world’s data universally reliable. He has a technical background and has experience in working in different roles in IT, majority of time in the space domain. Kaarel has experience in hands-on satellite mission control software engineering up to leading space projects in the ground segment.

Antonio Carlo is a PhD candidate at the Tallinn University of Technology where he specialises in space and cyber. His research focuses on the intersection of security, defence, and telecommunications. He previously worked at the Office of Security at NATO HQ and as Cyber Security Analyst at Deloitte Risk Advisory. He also gained subject matter expertise at the European Space Agency as well as at the European Commission’s Space and Defence Division. Antonio is advisor to the SGAC’s Space and Cybersecurity Project Group, member of the International Institute of Space Law as well as expert to the IAF’s Enterprise Risk Management Committee.

Erik Kulu’s professional expertise spans the entire lifecycle of space systems. He has engaged in hands-on space systems engineering, satellite operations, and cutting-edge guidance, navigation, and control (GNC) engineering roles at NewSpace startups like Kepler Communications and AAC Clyde Space, where he has contributed to the development and launch of nano- and microsatellites. Early in his career, he was a member of the core team responsible for developing and operating the first Estonian satellite, ESTCube-1.

Erik is known for creating and maintaining three space databases: Nanosats Database, NewSpace Index, and Factories in Space.  These large public databases showcase diverse entities and missions in domains such as nanosatellites, constellations, small launchers, in-space economy, in-space manufacturing and many more. Often preceding many space industries before their takeoff, the datasets enable tracking and analyzing trends in the NewSpace and are also provided as resources for those navigating the space industry. Erik strives to discern realities and uncover meaningful patterns while steering clear of industry hype. This approach allows him to offer a balanced perspective amidst the sometimes overly enthusiastic projections about the space industries.

Anna Blechová is a PhD student at Masaryk University’s Faculty of Law, specialising in “Legal Aspects of Secure Satellite Connections in New Space.” She gained expertise in cybersecurity law through internships at the Czech National Cyber and Information Security Agency and NATO CCDCOE. Her research extends to cybersecurity at CERIT, Masaryk University, and active participation in exercises and competitions like Locked Shields and the Cyber 9/12 Strategy Challenge. Anna is currently focused on cybersecurity in outer space and actively contributes to IEEE SA P3349 – Space System Cybersecurity Working Group. She holds a master’s degree in Law from Masaryk University, Czech Republic.

Grzegorz Gajoch is an Electronics Engineer and Embedded Software Developer with expertise in satellite-related projects. He has contributed to missions such as Solar Orbiter, PW-Sat2, GLOWS (IMAP probe), and Intuition-1, as well as numerous ground demonstrators and support equipment. Grzegorz has diverse professional experience in programming, electrical design, RF & EMC, and systems engineering, allowing him to approach problems with both a broad view and a narrow, expert focus. Since the beginning of the Hack-a-Sat competition, he joined the Poland Can Into Space team, achieving 2nd place for three times and winning Hack-a-Sat 3.

Johannes Willbold is a doctoral student at the Ruhr University Bochum, supervised by Prof. Thorsten Holz. In his thesis, he focuses on the security of space and satellite systems with a special emphasis on understanding real-world security issues. He wrote the distinguished paper award-winning IEEE S&P Paper 2023 “Space Odyssey: An Experimental Software Security Analysis of Satellites,” and published at USENIX Security 2022. In 2022, Johannes visited the Cyber-Defence Campus in Switzerland for an extended research stay on satellite security, where he investigated the security of VSAT systems.

He is general chair of SpaceSec, the first academic workshop on space and satellite systems security. He also participated in the Hack-A-Sat 2 & 4 finals, spoke at the CySat 2022 and 2023, as well as REcon and Black Hat 2023

Laurent Thoeny is a space security engineer and cryptographer at CYSEC, he is currently working with the ARCA Satlink team, focusing on the critical role of ensuring the security of space-related systems. Laurent also worked within the research team at Kudelski Security on “Performance analysis of arithmetization-oriented cryptographic constructions for zkSNARK circuits”.

Juan is a telecommunications engineer specialized in satellite navigation with 10+ years in the aerospace industry. He is CEO of Osmium, a cybersecurity company based in Spain and Italy, with the mission of safeguarding the aerospace industry’s digital transformation and enabling the secure use of digitalization, connectivity, and SW-based spacecraft and aircraft to guarantee the safety, integrity, and resilience of its customer’s missions and operations.
Apart from the company he manages, he is an expert consultant, reviewer and evaluator for the European Commission in topics related to aerospace.

Silver is the Chief Executive Officer and Co-Founder of Spaceit, an Estonian spacetech company that specializes in providing mission control as a service. Under his leadership, Spaceit has pioneered a cutting-edge, cloud-based platform catering to mission control operations, ground station services, and cyber defense exercises.

Prior to co-founding Spaceit, Silver amassed valuable experience through diverse roles within prominent Scandinavian banks across the region. His tenure in these institutions equipped him with a comprehensive understanding of the financial landscape.

Silver’s academic journey includes the attainment of a BSc and MSc in Business Administration, as well as a specialization in Analysis and Design of Information Systems from Tallinn University of Technology. He completed these milestones in 2004, 2008, and 2022, respectively, showcasing his commitment to continuous learning and personal growth.

Luca is senior security architect at CYSEC and product owner for the ARCA Satlink project, which aims to secure satellite communications at data link layer. ARCA Satlink is an implementation of the SDLS standard and its extended procedures and is developed in three flavours as a ground library, as a service in cloud environments and for space segments. Luca, trained in microengineering, holds a master’s and phd degree from the Swiss Federal Institute of Technology in Lausanne, Switzerland (EPFL).

Sten is the head of software development at CybExer, working across all cyber platforms of the company. Sten has vast experience in software development dating back to the early 2000s. Since then he has worked at companies like Skype and Swedbank. At Skype, Feldman was a program and service manager where he, in addition to development activities, was responsible for managing the Change Management process implementation and SOX/PCI compliance auditing.

Kristiina Omri is VP of Special Programs at CybExer Technologies OÜ leading the RD projects and governemntal programs. Ms. Omri served as a career diplomat for the Ministry of Foreign Affairs of Estonia from 2011 until 2021 with a focus on external economic relations. From 2014 until 2018 Ms. Omri worked for the Estonian Embassy in Berlin as Counsellor for Trade and Economic Affairs. From 2018 until 2021 Ms. Omri worked as the Counsellor to the Secretary General of the Ministry coordinating the process lead by the Management of the Ministry.
