The first day unpacks the Estonian ‘blueprint’ for a digital health nation. We will explore the entire ecosystem in action – from the foundational policies and secure data infrastructure to the system architects who export it and the frontline clinicians who use it to deliver care every day.
The day begins with a multi-part deep dive into the architecture and governance that form the backbone of Estonia’s national digital health system. This session answers the “how” behind the success story, hosted at a single, central location.

This session explains how Estonia built one of the world’s most advanced digital societies on the principles of interoperability (X-Road) and citizen trust (digital ID).
The presentation will be given by Rannar Park, Head of Business Management at the e-Estonia Briefing Centre.
10:00-10:30: The Engine Room of e-Health
A closer look at the technical architecture and data governance of Estonia’s central Health Information System, the secure platform that enables all national digital health services.
This session will be led by Roman Kostrõkin, Head of the Health Division at TEHIK (Health and Welfare Information Systems Centre).
10:30-11:00: Value-based Care through e-Health Products Learn how the Estonian Health Insurance Fund guides the way towards value-based care via new generation digital solutions in healthcare, e.g with the medication plan, personalised care solution, e-referrals and care plan.
This session will be hosted by Patrick Pihelgas, Product Manager at the Estonian Health Insurance Fund (Tervisekassa).

The panel will focus on the practical steps Estonia took to build citizen trust in health data—a foundation built on radical transparency and providing citizens with clear visibility and control over who can access their information. The discussion will address universal healthcare challenges, such as how to overcome public skepticism towards digital solutions and how to improve data sharing across complex, siloed systems.
The panel will feature:
– Kertti Merimaa (Nortal): On exporting the strategy of interoperability as a tool for national resilience.
– Meelis Lang (Helmes): On the practical lessons from two decades of building scalable digital health systems.

This session moves from theory to a real-world clinical setting to demonstrate Estonia’s nationwide approach to primary care. The visit will showcase how the national digital infrastructure empowers General Practitioners (GPs) across the country with an ecosystem of integrated tools, improving prevention, efficiency, and patient access.
Hosted at the Ülemiste Health Centre, a prime example of this model in action, the session will be introduced by its head, Dr. Kristel Amjärv. As a practicing GP, she will offer a firsthand perspective on how clinicians across Estonia collaborate with HealthTech innovators to test and adopt new digital solutions, turning everyday clinical needs into validated products.
Following the introduction, you will see live demonstrations of solutions used by GPs in Estonia:
– Core workflow & remote care: See how platforms from Certific and Industry62 streamline administrative tasks and enable secure remote diagnostics.
– Specialised digital health: Discover how specialized tools integrate into the primary care pathway. Examples will include teledermatology (Dermtest), digital therapeutics for managing chronic conditions (Migrevention), and platforms for remote rehabilitation like online speech therapy (SpeakTX).
Step back in time with a guided walk through Tallinn’s UNESCO-listed medieval Old Town. The tour will include a visit to the historic Town Hall Pharmacy (Raeapteek), one of the oldest continuously running pharmacies in Europe, where remedies like unicorn horn powder were once sold.
The day concludes with a private dinner and discussion at Restaurant R14 in Tallinn’s historic Rotermann Quarter, focusing on the critical challenge of scaling science-based health innovation for global markets.
The evening will provide direct access to key figures shaping Estonia’s health innovation policy and its scientific future. Guests will include Nele Labi, the Deputy Secretary General for Innovation at the Ministry of Social Affairs, and Professor Tõnu Esko, a leading geneticist and Vice Rector for Development at the University of Tartu, both available for candid discussion throughout the dinner.
The second day shifts focus from the system to the source of its innovation: world-class science and data. Hosted in the university city of Tartu, this deep dive will take you from advanced clinical practice and the national biobank to the global biotech companies that are turning Estonian research into reality.
The morning begins with a transfer from Tallinn to Tartu. This transfer offers downtime for work, interviews, or to prepare for the afternoon’s sessions focused on deep science and clinical innovation.
This session offers a look inside Estonia’s leading academic medical centre to see how cutting-edge technology and digital tools are integrated into everyday clinical workflows. The visit will be introduced by Professor Joel Starkopf, the hospital’s Head of Research and Development.
The tour will then move through several specialized departments for focused briefings and demonstrations:
– The Future of Pharmacology: A visit to the hospital pharmacy with Dr. Kaspar Tootsi and Jana Lass to discuss next-generation treatments, including bacteriophage therapy and 3D-printed medicine.
– AI-Powered Diagnostics in Practice: A tour of the Radiology Clinic with Dr. Martin Reim of BetterMedicine, showcasing how an AI-powered solution is used to enhance the speed and accuracy of cancer diagnostics.
– Genomics in Critical Care: A look inside the Children’s Intensive Care Unit with Dr. Sander Pajusalu and Professor Tuuli Metsvaht, who will discuss Estonia’s groundbreaking work in rapid genome sequencing for critically ill newborns.

A deep dive into one of Europe’s leading population biobanks. With data from nearly 20% of Estonia’s adult population, the Biobank is a vital resource for personalized medicine and preventative care.
The visit to the University of Tartu Institute of Genomics will be led by Professor Lili Milani, Head of the Estonian Biobank, and Professor Priit Palta, Head of the Estonian Biobank Innovation Centre. It will include an overview of cutting-edge research and the participant engagement platform that translate genomic data into clinical applications, followed by a tour of the biobank facility.
This session, hosted at the facilities of Icosagen, provides a comprehensive look at Estonia’s biotech ecosystem, showcasing the full spectrum from a global leader to highly specialized deep-tech innovators.
The visit will begin with a tour of Icosagen and a presentation by its leadership:
